Before any work begins in Oakview, we ask that the corresponding business fills out and returns the Occupational License Application to the city clerk. Once submitted, the application with all pertinent data is given to the board of trustees at the following board meeting for review and consideration of approval. These meetings are held twice monthly, the first being the 2nd Tuesday of the month and the second being the last Thursday of the month. It’s always recommended that someone from the application be represented at the corresponding meeting to discuss board requests for more information/detail or has questions about anything, although not required. If the application isn’t approved and doesn’t have a representative present at the meeting, any questions or reasons for non-approval will be communicated through the city clerk at the soonest available time. Once questions have been answered, the application would then be resubmitted to the board at the following meeting for review. Following the approval meeting, the necessary fees can be paid through the city clerk either in person or via phone and credit card. In person at Oakview City Hall we accept cash, checks, and credit cards (that have a small transaction fee tied to them). This process must be completed by all businesses before any work can commence without penalty fees.
If there are businesses that are completing specific types of work, there may be other applications/forms they need to fill out:
· Application for Plan Examination and Building Permit
· Application for Sign Permit
· Application for Electrical/Mechanical/Plumbing/Excavation Permit
· Inspection Report following any work completed with the previous applications, or a copy from the Clay County Inspector of their report. Any other necessary inspections will need to submit a copy of their report; these may include health inspections or fire safety inspections, etc.
Once all necessary applications have been approved, fees paid, and a project is ready to begin, the city clerk will send the plans to the county inspector for review. When this information is submitted, contact information for the applicant will be CC’d or shared with the village’s approved inspector; the applicant will be contacted soon thereafter to schedule plans. If there are other inspections needing to be completed during the process that involve other contacts, those are also available through the city clerk (Ex: fire department inspection, restaurant inspection, health inspection, etc.). Each inspection that is completed will have a report that follows; there should be a triplicate of this report each time. There is a copy for the inspector, a copy for the applicant, and a copy for Oakview to keep on file. Any fees incurred and accrued throughout this process that are invoiced to Oakview will need to be reimbursed by the applicant within 30 days of the invoice payment date.
The Application for Plan Examination and Building Permit is used for any changes or additions to a building, be they residential or commercial. Plans of projects are requested—whether they be 3D renderings from software, sketch-ups, pictures, or other descriptive formats—to be submitted with the Building Permit application to be reviewed together. Any contracted labor will need to submit an Occupational License Application (one for each hired company) and any other information required (i.e. Insurance Coverage, licensing credentials, etc.).
The Application for Sign Permit is required any time there is a change or construction of any signage on a property. This includes free-standing signs, pole signs, signs on the face or exterior of any building, and any other semi-permanent to permanent signs being installed on a property. Any contracted labor will need to submit an Occupational License Application (one for each hired company) and any other information required (i.e. Insurance Coverage, licensing credentials, etc). The application includes sizing details, but visual plans are also requested for the board to review whether they be sketches, digital mock-ups, pictures, etc.
The Application for Electrical/Mechanical/Plumbing/Excavation Permit must be completed anytime there is work being done that includes the respective categories. If there are building plans/blueprints being altered, there may be multiple times the inspector reviews the project during the completion process. Please provide the city clerk with any and all copies of inspection reports that are required to be completed. Any work involving this application must submit all necessary credentials for the type of work being completed; this may include, but is not limited to: proof of liability insurance, proof of workman’s comp insurance (if applicable), proof of certification/licensing for operation in the State of Missouri, drawn and/or engineered plans, etc.
